Are you an out of state resident who just purchased a car with a Pennsylvania title? If so, we can help you by processing a temporary tag! Pennsylvania In-Transit tags will provide you with a temporary registration for 60 days. Giving you time to get back to your home state and do your state title and registration work.
The buyer/purchaser of the vehicle must bring in the following:
The Pennsylvania title to the vehicle that you just purchased.
– *PA titles require the seller’s signature to be notarized therefore the seller(s) must also come with their valid Driver’s License or State issued Photo ID so we can notarize the title OR it must be notarized before coming in!
Valid out of state Driver’s License or valid out of state Photo ID.
Current automobile insurance card or declarations page.
– *Make sure your name is listed on the ID card, if not we must have a VIN specific card or the Declarations Page showing you are listed as a driver.
The original PA Title will be returned to you so that you may complete the processing with your home state DMV.

APPORTIONED REGISTRATION SUMMARY
Pennsylvania has a program for apportioned registration, based on mileage, for commercial vehicles engaged in interstate operating.
It is the purpose of this program to promote and encourage the fullest possible use of the highway system by authorizing the apportioned registration of fleets of vehicles and the recognition of apportioned registered vehicles in other jurisdictions, thus contributing to the economic and social development and regional growth.
Under the program, the interstate operator is required to file an application with the jurisdiction in which the operator is based. The base jurisdiction, in turn, issues a base “apportioned” license plate and cab card. The base plate and cab card are the only identification or credentials required to qualify the operator to operate interstate or intrastate in member jurisdictions.
The cab card will list those jurisdictions to which the operator has apportioned registration fees. The base jurisdiction collects the registration fees (“apportioned fees”) for each jurisdiction at one time and divides them among the other jurisdictions according to: Distance traveled in each jurisdiction. Vehicle and load weight.
Auto Title Express can issue "hang tags" (to be hung from the rear view mirror) to customers who meet the state's definition of "mobility impaired person". The hang tag will be issued with a mobility impaired identification card (with photo) and is available in any of our seven locations. A form from the customer's physician is required. What is Real ID? From the Department of Homeland Security: "Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." The Act established minimum security standards for state-issued driver's licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards." Auto Title Express locations can now issue Real ID compliant driver's licenses and ID cards. Use the Louisiana Office of Motor Vehicles' LOUIE tool to find out what documents you'll need before you visit our office.
We can convert your Temporary Instructional Permit (TIP) to a Class E learner's permit. You'll need proof of school attendance (a letter from the school, high school diploma, or GED certificate) and proof of completed driver's education course and written exam, and your parent or legal guardian.
Easily convert your learner's permit to a first time driver's license. You'll need your current learner's permit, certificate of enrollment from school, original certified birth certificate, sealed road skills test results, and your parent/legal guardian (with ID).
Lost or stolen driver's license/ID cards may be replaced. Replacement fee applies, and a new photo will be taken. Please remember to bring proof of current Louisiana insurance if you own a vehicle and are replacing a driver's license.
